Victoria Dean

PRESIDENT
VICTORIA DEAN ADVOCATES

Victoria Dean is a qualified lawyer specializing in commercial transactions, banking and financial services, and environmental, agricultural, land and employment matters. She has over 20 years’ experience advising clients in private practice in Zambia’s legal industry.

In March 2018, Ms. Dean was appointed by Zambia’s Minister of Lands to serve as the Deputy Chairperson of the Lands Tribunal.  The Lands Tribunal operates as a circuit court and adjudicates over all land disputes in Zambia.  In 2015 she was appointed non-Executive Director of a local commercial bank in Zambia serving as Chairperson of the Strategy Committee and member of the Risk and Credit Committees.

In 1999 she completed her LLB with the University of London followed by a Master of Laws (LLM), in 2013 (specializing in environmental and international economic law).  Victoria is a qualified mediator and arbitrator and a member of the Chartered Institute of Arbitrators (London).

Charity Lumpa is an accomplished executive with extensive experience in the insurance, banking, tourism and telecommunications industries. Ms. Lumpa has previously held the positions of Managing Director of the then Zambia National Tourism Board, Ecobank Zambia Limited and Airtel Networks Zambia Plc. Her list of achievements include having successfully set up Ecobank Zambia Limited as a greenfield financial institution in 2008 and became its first Managing Director.

Ms. Lumpa is also the Chairman of the St. Ignatius College and is Vice Chairman of the Zambia National Advisory Board for Impact Investment Taskforce and of the Livingstone International University of Tourism Excellence and Business Management Board. She is an investment panelist of the Malawi Innovation Challenge Fund, an innovation and impact focused development fund. Ms. Lumpa serves as a Director on the board of Prospero Zambia Ltd, Air Namibia (where she is the Chairperson of the Audit Committee) and the government appointed project Board of the Women’s Bank Zambia Limited;

She is the Matron of the University of Zambia Business and Economics Association (UnzaBECA), and the Hall of Fame mentor for the Push Women’s Network. Until recently, she was Vice President of the Business and Professional Women Zambia Association,

Ms. Lumpa holds a Masters Degree in Business Administration (Finance), a Bachelor of Arts Degree in Public Administration, a postgraduate Diploma in Marketing Management and in Technical and Vocational Teaching. In addition, she is certified under the University of Oxford Women in Leadership Transformation and the Open Doors accreditation for Directors of company boards sponsored by the Commonwealth Development Corporation (CDC) of the UK. She has also been certified as an Executive Coach. Ms Lumpa is an Elder of the UCZ Trinity Church.

STEVE BEEL

COUNTRY DIRECTOR
UK DEPARTMENT FOR INTERNATIONAL DEVELOPMENT (DFID) ZAMBIA

Steve Beel is Zambia Country Director for the UK’s Department for International Development (DFID).  His background mixes working in both private and public sectors and has primarily been in relation to economic development, infrastructure delivery, investment and finance. He formerly worked at the UK energy regulator Ofgem, CK Hutchison, a Hong Kong-based infrastructure investor, and PwC.  Steve has been living and working in Zambia since 2017.

CECILIA ZIMBA

ZAMBIA INSTITUTE OF CHARTERED ACCOUNTANTS (ZICA)

Cecilia Zimba  is a Chartered Accountant, a Fellow member of both the Association of Chartered Certified Accountants (ACCA) and the Zambia Institute of Chartered Accountants (ZICA).   She holds a  Master’s Degree in Business Administration obtained from the Heriot Watt University.  She is an experienced business leader with extensive professional experience and significant executive leadership accomplishments in business both international and local.

Ms. Zimba is an Independent non-Executive Director who has served on various Boards in both Public and Private Sector. She is the current Vice President of the Zambia Institute of Chartered Accountants (ZICA) (the first female to hold this position since ZICA’s establishment) and is serving Board member of the Zambia Revenue Authority (ZRA) and the Zambia Industrial Commercial Bank where she is Audit Committee Chairperson for both. She has previously served on the Boards of ZESCO, the Financial Intelligence Center (FIC), Professional Life Assurance Company (now Prudential Life Assurance). She has chaired Finance and Audit Committees of various Boards and has served as Taxation and Technical Committee Chairperson of ZICA.

Ms. Zimba has vast experience in Organisation Development, business set ups, business reviews and reengineering and has been engaged in several projects of mentoring and coaching. She has been involved with several Organisation Development projects and has a passion for offering business support services which include business re-engineering, systems designs, and business evaluations to make them more efficient and productive.

She has over 15 years’ experience in strategic management and has strong systems designs qualities. She has experience in other business disciplines which include Sales and Marketing, Human Resources, Company Secretarial Services and Facilities Management.

Ms. Zimba is an alumni of various universities and has undertaken several Post graduate studies in Business Leadership which include MIT GABV Leadership program, the Swedish Institute of Management Leadership Program, Cambridge University Institute for Sustainability Leadership and the Presencing Institute Impact Hub Leadership Program.

As part of her Social and Community responsibility, Ms. Zimba offers free professional services to both International and local Charities involved in Education of Children. She serves on the Board of Trustees of the Pestalozzi Education Center and the Roma Parish Academy.  She is also a Trustee of the Zambia Young Women Christian Association (YWCA).
